Is it normal that a change in Game Piece Layers (activation/change of order) is not synchronized with the opponent?
Yes. From the Game Piece Layers reference:
Each player can activate/deactivate Layers independently, and layer activation is not saved when the game is saved.

The documentation should state that each player has to activate/deactivate Layers independently. Also little less bare bones prose here could help developers avoiding the trap to believe that changing layers would be visible by the opponent.
Just out of curiosity - why would you want Game Piece Layers activation and deactivation to be synchronised between players or have it saved to a save or log file?
The intent for Game Piece Layers is to show or hide pieces - or groups of pieces - to make it easier to different information on the map. It is not meant for hiding information between players or the like. For that, you probably rather want the Mask or Invisible piece traits. But I’m genuinely curious what your use-case is.

Give me an e-mail address, and I send you the file – an expansion working with any module. You can make up your own mind why masking or invisibilty – both generating a different view to you and your opponent – would not do the trick.
Would be a valuable caveat in the documentation.

Would take too long and would be academic anyway, since as layers are one-screen matters, I have to find another way – which I did.
