VASSAL 3.2 has an ADC2 importer. There will be a Cyberboard importer
for V4.

Joel answered the ADC part.
As for maps an counters, if you have a way of getting the images out of
Cyberboard (or ADC), then you could just manually add them again.
That is likely to be a bit tedious, though.

For ADC2, you can Import the whole module.
Actually, you are converting one scenario of an ADC2 module to a VASSAL module by clicking “Import Module…” under File on the VASSAL module library page. Clicking will allow you to navigate to the ADC2 module on your computer and select the “.OPS” file in the ADC2 module. You do not need to actually need ADC2 utility, just the ADC2 module file. After the OPS file is imported and changed to VASSAL, you Save it by typing a name with a “vmod” suffix. That’s it.
