The shortcut hints (hotkeys in fact) in a Toolbar Menu are all hand-coded into the Menu entries and associated button names:
It would be better if Vassal just displayed them like it does for other types of command.

If taken up, this feature might have to be an opt-in Global Option, in case other modules than mine are specifying shortcuts in the buttons to workaround the restriction.
