Setting up Pacific War having just purchased game. However I cannot deploy any bases onto the map for either side. Bases in display cannot be selected as can all other units. Have I missed something? Using latest Vasal and Module version
Same issue as in this recent thread. The designer has used the Does Not Stack trait and its non-selectable config option. You have to hold down the Shift key on your keyboard to select the piece to be able to move/manipulate it.

Yes, it’s unfortunate that so many designers resort to this but don’t tell their users.
If they are just trying to get around the issue of a piece type undesirably stacking with different types (e.g., a base that’s meant to be immobile stacking with units that do move) such that players end up unintentionally moving them when grabbing a stack, a far superior solution is to employ Game Piece Layers so things like bases both draw below movable units and do not stack with them.
