"This site can’t provide a secure connection" on every attempted download

No matter what module I attempt to download, I get the error in the title of this thread. It’s followed by this:

" vassal.us-east-1.linodeobjects.com sent an invalid response.

  • [Try running Windows Network Diagnostics].

ERR_SSL_PROTOCOL_ERROR"

I did try running Windows Network Diagnostics and it couldn’t find anything. The upshot is, at present, I can’t download any modules. Any idea what’s going on?
