But then, you only took 4 CC and I didn’t see you exhaust any planets in the log, so only your reported action was incorrect, not the actual action 
I guess it is OK for Hacan to proceed.
Not incorrect, just poor communication, I would seem. I was just trying to copy the card: I would do the first line and everyone else would do the second line, if they chose. I will try harder next time.
