Is it possible to do this? I would like to be able to examine selected counters without having to zoom the entire map. Something like this:

Sure. Just add a Mouse-over Stack Viewer to the Map, and configure it appropriately (despite the name, it can zoom on unstacked counters, as well, if you enable the correct options).
